FY20 performance monitoring results are available for thirteen SEMP objectives:

• Objective 3-1: Integration of Master Planning, Engineering and Environmental Concerns
• Objective 4-1: Hunting and Other Recreational Opportunities
• Objective 4-2: Quality of Life for Installation Neighbors: Noise, Wildfires and Road Conditions
• Objective 4-3: Limited Use Area Safety and Land Use Compatibility
• Objective 5-1: Joint Monitoring
• Objective 5-2: Joint Reporting, Evaluation and Adaptive Management

Overall performance results for FY20 are presented in the FY20 Monitoring Results Summary Tables. When averaged at the objective level, monitoring performance results were Green (positive/on track) for nine SEMP objectives, Amber (caution/improvement needed) for four objectives, and Red (negative/off track) for zero objective. In total, of the SEMP metrics with performance criteria, 76% of SEMP metrics were Green, 12% were Amber, and 12% were Red.

An additional 27 quarterly, semi-annual or annual metrics reported in FY20 do not have performance criteria (i.e., they are “data only” or observational metrics). These measures provide quantitative monitoring results to the Oversight Committee for evaluation of changes over time and other indicators.

For each Red performance result, the SEMP Oversight Committee determines whether or not a root cause analysis (RCA) will be conducted to identify the underlying cause(s) for the results. Red results were reported for twelve metrics in FY20; however, the Oversight Committee determined that no RCAs were warranted because underlying factors for these results are known.
